Building more inclusive, accessible, and equitable communities across Loddon Shire

Loddon Shire Council’s Inclusive Communities Plan 2025–2029 sets out a strategic approach to creating a more inclusive, equitable, and accessible environment for everyone who lives, works, and participates in life across the Shire.

This Plan brings together Council’s previous work in Access and Inclusion and Positive Ageing into a single, holistic framework that supports people of all ages, abilities, genders, cultural backgrounds, sexual orientations, and beliefs, and aims to ensure that everyone feels safe, supported, and able to participate fully in community life. This Plan focuses Council’s efforts on community participation, partnerships, public spaces, inclusive programs, and advocacy, ensuring no one is left behind.

Aligned with Council’s Community Vision 2035: “Thriving communities where everyone is welcome and all have the opportunity to live, work and create experiences.”

The Inclusive Communities Plan outlines four key outcomes:

  • Inclusive and Welcoming Communities – supporting belonging, representation and community-led initiatives
  • Accessible Places and Services – improving access to spaces, information and supports
  • Valuing and Supporting Older People – promoting healthy ageing, connection and respect
  • Leadership, Collaboration and Advocacy – embedding inclusive practice across Council and influencing systems change

The Plan also responds to legislative responsibilities under the Disability Act 2006, Equal Opportunity Act 2010, Gender Equality Act 2020, and the Local Government Act 2020, ensuring inclusivity is embedded across Council operations and decision-making.
