Regional Industry Link (RIL) RIL is a Victorian Government initiative to match the capability of regional industries with prospective buyers through the RIL website-bringing buyers and suppliers together to do business. This initiative is managed by ICN Victoria. ICN is funded by the Victorian Government to replace imports, explore export opportunities and promote regional industry in order to assist in the economic growth of Victoria.
